Organising access to places and services without confusing freedom of movement with the obligation to travel ever greater distances.

Mobility is not only a question of vehicles.
Mobility is often treated as a choice between car, train, bicycle, bus, walking or aviation. But the need to travel first depends on territorial organisation and the distance between the ordinary functions of life.
A more integrative reading therefore asks not only how to move, but why movement is necessary, who can actually make the journey, at what cost and with which alternatives.
Central tension
Is freedom the ability to travel ever farther, or the ability to reach what matters?
A territory can provide very high travel speeds while forcing everyone to cover long distances for ordinary needs.

Mobility and accessibility must be read together.
The vehicle is only one part of the system. Housing, job and service locations, schedules, price, safety, disability, infrastructure and alternatives determine the real freedom to move — or not to need to move.
01 · Useful mobility
Useful mobility is first about real access.
Travelling more kilometres does not automatically mean greater freedom. Daily mobility largely responds to the distance between housing, work, school, care, shops, relatives and services.
The first question is functional: what must actually be reached, how often, and what kind of territory makes that access simple or costly?
Useful mobility is measured first by real access, not distance travelled.
02 · Territory
A territory produces part of our travel demand.
Individual choices unfold inside an already-built geography. Living far from work in an area without public transport can make a car nearly necessary; bringing functions closer can remove part of the need to travel.
A mobility policy focused only on vehicles can therefore miss the territorial cause of many journeys.
03 · Accessibility
A service can exist and remain practically inaccessible.
Distance, schedules, price, disability, age, safety, information, ticketing, digital interfaces or lack of alternatives can turn a theoretical possibility into a practical impossibility.
Accessibility must therefore follow the whole chain: leaving, moving, understanding, paying, entering, using the service and returning.
04 · Car dependence
A technology can increase capacity and help manufacture its own necessity.
The car provides major autonomy in many contexts, especially where distances are long or alternatives weak. That capacity should not be denied.
But a territory organised around cars can spread housing, jobs, shops and services until the same car becomes structurally necessary. An individual solution can therefore contribute to a collective system that reduces the real possibility of doing without it.
A technology can solve a constraint while contributing to the environment that makes it indispensable.
05 · Proximity and speed
Reducing distance and increasing speed are different strategies.
Both can save time, but they produce different infrastructures, land uses and energy costs.
Proximity does not mean abolishing long-distance travel; it means avoiding a situation in which ordinary needs systematically require high motorised mobility.
06 · Real alternatives
Walking, cycling and public transport depend on a workable environment.
Telling people to walk, cycle or use transit is not enough if distances, schedules, safety, route continuity or frequency make those options impractical.
An alternative is real only when it works at the moment it is needed, for the people concerned and at a cost compatible with their lives.
07 · Sufficiency
Lower mobility must not become imposed immobility.
Reducing excessive motorised travel can lower energy use, noise, congestion, land take and material dependence. But removing possibilities without rebuilding access shifts the cost toward those who already have fewer options.
Reduction should therefore target avoidable dependence first and be accompanied by alternatives, proximity or sharing.
08 · Costs
The cost of a journey exceeds its immediate price.
Travel mobilises time, energy, money, space, infrastructure and organisational effort. Those costs may be distributed across individuals, the collective and the environment.
Making them visible prevents both treating fast travel as free and condemning a mode without examining what it actually makes possible.
09 · Housing
Housing and mobility form one node.
A cheaper home may impose longer journeys; a smaller, more expensive home may place care, work or relatives within walking distance. Surface area and price do not describe the full cost of living somewhere.
The map must hold together housing, distances, time, available transport, relationships and essential services.
10 · Unequal autonomy
The same territory does not give everyone the same mobility.
Children, older people, disabled people and people without a driving licence meet the territory differently. A system that silently assumes an individual vehicle may transfer strong dependence onto relatives.
An integrative mobility policy seeks to increase real possibilities without imposing one transport model on everyone.
11 · Technology and planning
Avoid the false choice between technology and urban form.
Electrification, new vehicles, apps, sharing or automation can change some mobility costs. They do not answer by themselves why journeys are required, how much space is used or whether the territory is accessible.
Conversely, proximity does not eliminate freight, exceptional journeys or rural access. Urban form, infrastructure and technology must be articulated rather than turned into rival universal remedies.
12 · Proof-act
Test one recurring journey by the access it actually provides.
Identify its function, the constraints that make it necessary, the alternatives really available and the total cost of each.
The proof-act is not declaring one mode virtuous. It is checking whether another organisation genuinely provides the desired access with less dependence, lost time or material pressure without silently shifting the cost onto someone else.
Condensation question: Which recurring journey is genuinely necessary, and how much of that necessity comes from the territory that organises it?
