Wealth & Progress Indicators

Using indicators to see more without turning one useful number into a sovereign definition of collective success.

Opening

A society needs measurement in order to act.

The problem is not numbers themselves, but confusing the function being measured with the political end.

An integrative reading distinguishes economic activity, resources, capabilities, distribution, quality of life and ecological pressures so that contradictions remain visible rather than being dissolved inside one total score.

Central thesis: An indicator is coherent when it remains tied to the function it measures, exposes its limits, allows distribution to be seen and does not hide normative trade-offs inside total aggregation. Collective progress requires a plural dashboard of outcomes, not a sovereign number.

Central question

Which set of measures lets us see divergent outcomes without deciding for us what they are worth?

The same country can see production rise while housing, free time, social health or ecological pressures move in different directions.

In short

GDP remains useful, but no single measure defines collective success.

GDP is useful for measuring production; income and wealth matter; social and ecological indicators provide other information. The problem begins when one particular measure is turned into a general definition of success. The proposed method favours a limited number of stable dimensions, their distributions, explicit thresholds and visible trade-offs.

01 · Function

An indicator measures a function, not success as a whole.

GDP measures, according to accounting conventions, the value of production carried out within a territory during a given period. That function is useful for tracking a recession, comparing orders of magnitude, studying productivity or relating some budgetary quantities to economic activity.

The problem begins when a measure designed for one function becomes the implicit summary of collective success.

A thermometer can be indispensable without becoming the destination.

02 · Production

Producing more and succeeding more are not synonyms.

An economy can increase production while making some housing less accessible, reducing available time or degrading some health and environmental conditions.

Conversely, some human improvements can occur without a proportional rise in production. Measurement of activity and judgement of outcomes must therefore remain distinct.

03 · Monetary wealth

Monetary wealth does not exhaust real capabilities.

Income and wealth matter because they open or close concrete possibilities. But two people or territories with the same monetary quantity can have very different capabilities depending on housing, health, infrastructure, time, security, collective support or the cost of accessing services.

A monetary indicator therefore describes an important resource without automatically describing what it actually makes possible.

04 · Distribution

An average can hide the distribution.

An improving average can coexist with serious deterioration for part of the population. Following only a national average can hide differences in income, access, health, housing or exposure to costs.

Reading an indicator therefore requires the ability to return to the groups and situations it aggregates.

A good average result does not yet tell us who actually gained.

05 · Aggregation

Adding heterogeneous dimensions already contains a judgement.

Turning income, health, time, safety, environment or satisfaction into one score requires deciding how much each dimension is worth relative to the others. That weighting is a normative choice even when hidden inside a formula.

Should an income gain be allowed to compensate for higher mortality? Should greater average satisfaction compensate for the disappearance of a right? Aggregation necessarily answers questions of this kind.

06 · Thresholds

Some thresholds should not disappear inside an average.

A society may decide that minimum housing, access to care, safety or freedom should not be compensated for by better outcomes elsewhere. Thresholds can protect some functions against automatic statistical compensation.

But the threshold itself must remain explicit, contestable and revisable: it is not produced by the indicator.

07 · Dashboard

A dashboard preserves contradictions.

Instead of one total score, several stable dimensions can be followed separately: income, employment, housing, health, time, social relations, inequality, safety, ecological pressures and future resources.

This presentation is less comfortable because it can show improvement and deterioration at the same time. That is precisely its value: the tension remains visible rather than being dissolved inside an average.

08 · Too many indicators

Indicator pluralism can also become unreadable.

Endlessly multiplying measures can also allow actors to select those that best support a position. A useful dashboard therefore needs organisation: a limited number of stable dimensions, transparent sub-indicators, thresholds where necessary and the possibility of returning to the groups concerned.

The choice is not between one sovereign number and an infinite catalogue.

09 · Questions

Every number should remain tied to the question it answers.

A housing indicator should help show whether people can actually secure housing; a health indicator should track mortality, morbidity or access; a time indicator should show margins left by work and obligations.

Without an explicit function, a datum can be exact and still be politically uninformative. A dashboard should be a set of tests, not a decorative collection of numbers.

10 · GDP decline

A fall in GDP is not automatically progress.

Replacing worship of growth with worship of contraction would reproduce the same mistake. Falling GDP accompanied by unemployment, collapsing capabilities or continued high physical pressures is not success.

Conversely, increased activity related to care, education, renovation or necessary infrastructure can be compatible with reducing material pressures.

The sign of GDP should become neither a positive nor a negative verdict.

11 · Decision

Indicators serve decisions; they do not decide in their place.

Cost-benefit analysis or scoring can be useful for a bounded decision. The problem appears when the conversion of heterogeneous values is presented as an automatic political conclusion.

Measurement should make the trade-off more visible: what gains, what loses, who bears the cost, for how long, and which dimensions were declared non-compensable.

12 · Proof-act

Read one indicator all the way back to its function.

To test an indicator presented as proof of progress, ask exactly what it measures, which dimensions it aggregates or excludes, which population it summarises, which weights or thresholds it contains and what real change it is supposed to signal.

Then compare the measure with at least one dimension it could hide: distribution, real capability, material pressure, time or access. The aim is not to invalidate the number, but to know what it actually allows us to conclude.

Condensation question: Does this number correctly measure the function under discussion — and what would become invisible if we treated it as success itself?
